I've seen a bunch of would-be RARBG clones crop up (a few days ago there was one calling itself Not Quite RARBG which promptly went down); how do we know this is safe?

The server is hosted by a provider with strong privacy in Sweden (you can ask me via dm for the name). For downloading torrents, or browsing in general, use a non-logging vpn, such as Mullvad.
