He is tied off to the poll. But the issue is something happens to the tech. It would be very very hard to get to the tech. Or the bucket could give way.

It's gotta be emergency repair - right? You don't put a pole in the middle of a damn river.

Though even if it's normally on dry land, it should probably be on higher land, specifically to avoid this situation.
