There is an entire community called nude in public. And in a lot of cases, there are people also in the photo with the nude person. I was under the impression that this is "Indecent exposure" and is illegal?
How do people get away with being nude in public?

I think a big part of it is that, despite it being "indecent exposure," a large amount of the population just doesn't care. Like they aren't out going naked themselves, but plenty of people understand that a naked body isn't a bomb, it's just a naked body, and that means it is entirely harmless. So even if you see somebody being naked in public.... so what?
Like put yourself in the shoes of that bystander - if you were walking down the boardwalk and saw a nudist, would you immediately reach into your phone and call the police? If so, fucking why?
