It's to normalize it by acknowledging it and implying that acknowledgement will lead to actions against it. It's a role of a controlled opposition and controlled media not to act like a Hollywood movie where "great leader can do no wrong". That type of thing will fuel real opposition if the only option allowed is loyalty.
You passify a population not by demanding their total loyalty. You passify those that would otherwise resist you by acknowledging the cruelty and injustice; while directing them to the black hole of a useless opposition or hopelessness.
The media plays that role of directing resistance to that controlled opposition that has no legs; or to a feeling of hopelessness at the scale of the injustice and inaction. That is why the coverage of fascism is almost entirely centered around "pointing at bad thing", offering up reasons for why it isn't being stopped, but dangling some vague hope that the system will correct itself.

It amazes me how many reports still speak about him as if he was even vaguely normal for a politician adhering to some level of democracy... He stated clearly he'd be a dictator prior to being re-elected and that's exactly how he's been behaving!
