If he's an eccentric billionaire that rails against climate change denialism, then... maybe he thinks that having a large population of rats, squirrels, and birds, will make for a significant source of protein during climate-change related famine. He could be attempting to "stock" a great pantry for the city to utilize in leaner times. 🤔
