The stuff China is doing is tangible and very noticeable. There are stuff one can't hide very easily.

Whether they're actually building it or not shouldn't change how the west reacts to it. Instead, we should treat it like we did the MIG-25: assume it's real and invest in our own systems to maintain superiority.
Worst-case scenario, we get extra green tech innovation and save the world from global warming more than we intended. Oh darn.
