I’m sure this is intended legitimately but it’s definitely the kind of question a federal agent would ask. Anyways you use the Tor browser. You can web search for it. Dont download it or search for it on a work device.

Yeah, privacy is legal. Looking at illegal stuff for sale is legal. Buying illegal stuff is the part where you cross into committing a crime.

Assume everyone is a scam artist, because there's no incentive not to be when everyone's totally anonymous.
