I’m sure we’ve all see the drama over the removal of mod Mare Synchronos, questions about people getting banned, and resulting review bombing, Yoshi-P has addressed it here.
TL;DR: don’t talk about mods and you’ll be ok.
Your tl;dr is the "I only skimmed the article" take. The full takeaway is you're fine if it's just on your end. If you're sharing (and this includes screenshots), then do not mod things you either have to buy or obtain in-game, and definitely do not share nude mods. Think about how it reflects on the game as a whole before you do it.

That's not really an accurate tldr. It's better summarized as saying that while Yoshi-P doesn't approve of mods and they're still against ToS, he doesn't plan to go after people for client-side mods that don't affect other players unless they start sharing stuff that could damage the brand.
Honestly, I think it's a pretty reasonable take.
