I did catch that. A lot of Russia is not ethnically Russian, though, and I'd take Dagestan over neighboring Chechnya. Letting the trans out would be a bad idea anywhere in the nation.

The trans option is obviously the safest. Don't tell people you're trans for a week and you're fine. There's lots of trans people who have to do that already 24/7 who live there already.

Even though it's safer I'd take the second option, because you said the present rebelled, as in they finished the rebellion and got out of it, so I'd want to see cool medieval stuff and also take notes on any historical gaps we have.
