It hard to not believe that it's on purpose. Going way out on a limb, I could believe that intelligence agencies, not just USAs are trying to throw some sort of slow motion coups to create a new modern way of living under tech and surveillance.
Careful, this is how you get labelled a conspiracy theorist. Even though you're right.

I think so, yes. Slovenia and Finland are relatively proactive countries that tackle issues. Finland "ended" homelessness, for just one example. And Slovenia has tackled many issues that Anglo nations are forever dithering over.
