What I don't get is that oil (WTI Crude) has still been going down...
Because commodity assholes think there will be a glut once all the oil is shipping again. Very dangerous situation and the person causing the problem is incompetent and demented. You have to be insane to be in that market because there will be a few insider winners but mostly big losers.
Here’s the thing, Donald: You cannot keep making threats that you cannot backup. Literally no one believes you anymore.

If you think the gas prices will start a riot, wait until you see the food prices in a few months. An army marches on its stomach. When you can't feed the soldiers, you're going to have a hard time quelling anything.
