Hummers and big trucks in general are pretty rare in Germany. Some people who got their driving license a long time ago are allowed to drive heavier vehicles but the standard Führerschein Klasse B is 3.5 tons max. You can add additional licenses but it can get pretty expensive (several thousand Euros).

However, big vehicles are pretty impractical anyways in Germany. The cities, at least the older parts of them, are not built for cars. Often it's already tight for small cars. Parking spaces are usually also tight.

Depends on the state, but it's often around 26,000 gross pounds, or some length + combination tractor trailer if not driving for hire.

There’s a reason truckers call RV drivers “fucking terrorists”. You can legally drive an RV without a commercial license, even though it’s the size of a goddamned bus. Which means you never received training on how to avoid things like “sucking cyclists under your vehicle with your wake”.
