BBC online regulation must work for trans audiences too

TACC has responded to Ofcom’s consultation on the BBC Online Material Code, which will introduce enforceable standards for BBC websites, apps and social media. What is the BBC Online Material Code? The BBC Online Material Code is a new set of enforceable rules for BBC content published online, including websites, apps, and social media. It follows changes that gave Ofcom stronger powers over BBC online material. The Code would set standards for areas such as harm, abusive treatment, accuracy, impartiality, and the protection of under-eighteens. It also gives Ofcom clearer powers to investigate complaints and require remedies where the BBC breaches those standards. In short, it moves BBC online content towards a more enforceable regulatory system, closer to one already used for television and radio. Why does this matter for trans people? Ofcom’s own research found particularly strong criticism of BBC coverage among trans participants. In contrast, a 2025 YouGov survey commissioned by Good Law Project found very low confidence in BBC reporting on trans people. TACC wants a BBC that works well for trans and cis audiences alike. Our response asks Ofcom to ensure the new system can identify patterns across coverage, assess how people actually encounter content online, require meaningful corrections, improve the complaints process, and protect young people without restricting beneficial LGBTQ+ information or creating new safeguarding risks. A stronger framework for trans audiences could also improve accountability for other minority audiences facing similar problems.
