how would one go about making a UTF-8 aware (or supported) program in C?

I don't have an example or goal to work with, this is mostly a hypothetical for learning purposes.

Besides some basics for how to handle UTF-8 strings in general (as one can glean from other languages' documentation), what types/libraries/documentation exists for handling UTF-8 text in C?

Welcome to the C community!

C is quirky, flawed, and an enormous success.
... When I read commentary about suggestions for where C should go, I often think back and give thanks that it wasn't developed under the advice of a worldwide crowd.
... The only way to learn a new programming language is by writing programs in it.
