Mandate the guards for all trucks and make it tax deductible, insurance bonus, something like that.

When I was a kid, we learned "if your feet are on black stuff, you could be in danger. Pay attention."

In both of the examples, the cyclists appeared to be aware of the truck and paying attention. The trucks did not pay attention to them.

These would not used instead of bicycle awareness, but would work in tandem with it.
