Has change.org ever actually changed anything?
Yes. You should read this: https://www.change.org/impact
Has anyone ever investigated it for data mining?
What does that mean?

But he still owns it and has control over the company as chairman and has made many bad changes to Twitter. Maybe the petition should be repurposed to remove him from Twitter completely.
Twitter support is not working as it should after Elon Musk fired many Twitter employees as part of his purchase of the company. If you feel bad using Twitter after Elon's purchase because of a bunch of problems like you experienced, you should protest Musk in some way (and also move to other platforms similar to Twitter, like Mastodon, Bluesky, etc.).
Change.org does not allow you to donate directly to the people running the petition, but to the organization running the site. This may be confusing, but it's true.

If you want to get Twitter back, you should ask Jack Dorsey and/or someone associated with the company who thinks pre-Musk Twitter is better with a petition to start some kind of crowdfunding to buy it.
You are still a boiling frog. If you continue to do nothing against Elon and be a boiling frog, you will regret it. That's why I post these petitions. Also, I don't think these petitions are useless.
It's not useless. You should read this: https://www.change.org/impact
