From the article it seems like this is mostly the hunting and wildlife department, not driver's licenses. It still sucks, but the headline is not technically correct because it is hunting and wildlife license owners.
I haven't seen a full episode but Big Train seems like it had some legs, and was right around The Office timeframe.

The US Coupling could have been the new Friends, but they bungled it just as bad as That 80s Show.
I disagree. When AAA is approached with a solid ending, no monetization beyond a full expansion for less than retail, and good story, I can enjoy them just fine.
See: God of War, Death Stranding, Horizon (not the racing), the Jedi: Survivor series, Persona, Dead Space, Cyberpunk, etc.
AAA can be done right.
My dad had a set-up like this because my mom and him used to be DJs. I was forbidden to touch it but, in the 90s, when we had cassette players and CD players as part of a separate cabinet, those were hard to mess up.
So, as a compromise, my dad showed me how to power up all of the amps and receivers to get the cassette or CD player working. At the time we had a massive subwoofer next to our CRT TV and, when the subwoofer magnet messed with the TV coloring, my dad blamed it on our Sega Genesis instead of the sub.
Good times.
I was coming in here to say this: every MGS since they added the stamina bar I have beat non violently, including all the bosses. Even in the MGS 1 remake Twin Snakes for GameCube, no kills.
In MGS 5 they have a whole set of non lethal shotguns, sniper rifles, and assault rifles. I think it's super fun, and makes you come up with creative ways to knock out armored enemies.
I've never been to the border but isn't there a checkpoint on the roads with spike strips and such? WTH is border patrol if they can't get a blockage at the border for someone fleeing for 20+ minutes?
I like how it ends with how the federations said they'd offer $21 tickets, and then just stops. What the hell happened to that promise? Is the $21 ticket even inside the building? Seems like you'd pay more than that just to tailgate.
