As Congress takes up next year’s budget, the Trump administration is pushing for even deeper cuts. Last month, the administration proposed a rule that would require federal grants to be approved by political appointees and to “demonstrably advance the president’s policy priorities.” Under that rule, grant making may slow down even more.

I know they wanted to buy a warehouse in western MD to house 1500 prisoners; I saw an interview with the head of the local water utility who said the building had two toilets and two water fountains. “If they want to house 1500 people there, they’re going to need to run more water out there. And no one has talked to me about this.” I don’t get the impression this whole thing was very well thought out.
