A system that provides suggestion for an operator based on what it got from context isn't that bad in this scenario and not perse an llm either. These people where always making calculated decisions based on key information on standardized unambiguous questions.

Of course the real danger here is when the city decides the operators are to expensive convinced the ai can handle it on its own. So its good to be aware of these evolutions. But as long as its a human answering i am that worried. I knew someone who had this job and they take it very seriously.
