The maximum amount of resources (public transport) one can take is limited. Not everyone wants to take the resource. It is possible to provide more than sufficient resources for everyone.

Only a very small fraction of cyclists can sustain 40kph on a flat, certainly not your daily commuters. And in dense areas I doubt anyone can get up to 25.
And like the other commenter says, people follow traffic rules despite the lack of signage and signals. It flows much better without having to stop and go for signals

I do a lot of work myself too, but there are things I go to the LBS for help. Either it requires a very specialized tool or I am too weak to remove/install some parts
