Investing in bicycle infrastructure is such a no brainer. You get like 50x-100x the value for the same dollar as spending on roads, and somehow, cities are finally starting to realize it.

Trying to bike in St. Paul shows how much better Minneapolis does bike infrastructure. The bike roads are all super hilly, busy and without a dedicated bike lane. A city wide plan will greatly help and it seems to connect well with Minneapolis bike lanes
