I like when the chatter is about the movie. If i wanted to watch it alone I'd just watch at home.
I'll start - On public transportation.

Speakerphones, anywhere outside of a single room.
Do most phones have headphone jacks nowadays? I feel like there was a fuss about their absence, a few years ago. I don’t imagine you can find Bluetooth headphones for less than $30. Could get pricy pretty quick
I was shopping for 3.5mm wired earbuds (10 for $8 with no mic) and USB-C wired earbuds (10 for $16 with no mic).
It’s pretty expensive to get either lightning earbuds or adapters (5 adapters for $7), unfortunately.
This was initiated by me suffering through someone watching a video, not making a call, so I didn’t check the price for ones with mics.
Edit: Just found 10 USB-C earbuds with mic for $20.
Enforced by tall goth girls.

What's she gonna do, sit on me?
Smothered and shushed. That'll learn ya
I only support capital punishment for making noise on public transit if a Bluetooth speaker or speakerphone is involved.
For all other forms of noisemaking, a few decades of hard labor would be sufficient punishment.
I'm a public bus driver, and I think I'm one of the few drivers who enforce this rule. I tell em "you can have your speakers on, or you can ride the bus, but you can't do both!" About 10% of people absolutely lose their shit.
That's real hero shit. Bus drivers here don't even say anything.
Thank you for your service mighty hero
In the supermarket queue
I think they have these on NJ Transit or SEPTA? on some train cars during some hours, last I checked (like a decade ago, but they were planning to expand it). It was very embarrassing when I was visiting and didn't know it, sat down in the quiet car with some friends and started chatting because it was virtually empty compared to the other cars. Oops, turns out that's why
An end car is the quiet car on NJT in my experience. Not that it stops people from talking loudly
I was on the BART the other day coming back from SFO and one of those idiots with a giant speaker came on an started swinging from all the bars in some kind of dance I guess? It went on for way too long - almost the whole time between SF and Oakland. Then he had the gall to ask for a tip? Are you out of your GD mind? STFU and get your swinging feet out of my face.
Japan already doing this.
As one gets further away from the big cities, this becomes less true. Definitely not true for groups of students coming home from school whatever the city, in my experience. Otherwise, yeah, very quiet trains most of the time in greater Tokyo and the like. I watched an old man (lightly) slap a dude in his 30s or 40s with a boombox.
In the more civilized parts of Europe as well
Just make it the default and create small spaces where you’re allowed to talk
I wish libraries were still quiet.. Around here it's normal for them to let kids do kids stuff, like screaming and running around. Apparently it's harmful and unwelcoming if there are rules, the kids won't ever start reading books if they're required to even try to be quiet while in that building.
Also my library hosts live band nights, music is art and all, and I wouldn't really mind but as I don't use social media I don't really get info on when to avoid going there.. Twice I have had to listen some lady whine through her nose while some bloke abuses an acoustic quitar while I'm just trying to get a few books from the self-service counter where a bunch of people are standing and listening without moving away even when asked politely, instead of doing that like a METRE TO LEFT THERE IS PLENTY OF SPACE. Sorry for the rant, but man I like the library and just want to exchange old books for new ones.
// Edited to rant a bit more but they literally even let the local crazy person (not me, I don't have a dog anymore) bring their dirty and very untrained dog inside. It will yap and run around and jump on people.. There just are no rules anymore. Free for all.

That used to be the way. Why'd it change?
