It’s a late season Voyager episode. Tom Paris gets really into designing shuttles. They just finish building a high performance bigger-than-usual shuttle right as they stumble upon a surprisingly legit space racing community.
Paris convinces the Captain to let him enter the new race as a trial run for the new Delta Flyer. He fanboys out about the race so much that he designs special flight suits just for the competition. They’ve got white shoulders, but the rest is pretty standard, if slightly flashy Startfleet uniform below that.
