If they're a danger to people they can be imprisoned or exiled without accepting the offer. Don't accept the choice and get your first officers together to spend 45 min discussing the merits of nobody having the right to make that choice vs administrating barbaric punishments to include in your report to starfleet.

More than likely there is a biological reclamation process within Borg ships to reclaim and reuse biological material. This will most likely be their fate. That or seven more Borg drones really won't make a sizable difference.
