Yep, total distraction. Why didn't they do this during his first term if this was a thing.
I have no hope that we will ever see those files. I do hope however, that this takes on a bit of meme status a la Hell in a cell/undertaker throwing mankind off a cage. Years from now seemingly innocuous sentences will suddenly diverge into a common refrain about the files not being released.
It took them a while to fabricate the "evidence."

The conspiracy is that they tried to tie Trump to Russia as part of the 2016 election. They're not bringing against Obama though because he was POTUS at the time and has immunity per scotus ruling.
