Something tells me the people that drop these off aren't entirely sure what they've got, just 'random metal object I don't need/want'.

I doubt people think a recycling center should have/know what to do with explosives...

Very near my house, a few years ago, someone uncovered one of those in a brownfield site that was being redeveloped, leading to some specialists evacuating the neighbourhood and doing a controlled demolition that rattled my windows and could be heard a couple of miles away.

The odd mortar round in Newton Scabbott is small potatoes compared to that.
