Just cause you know one person was injured doesn't really say anything about totals. If they don't release names, then it requires someone (a reporter) hunting people down to get an estimate.

While yes, eventually totals become more apparent over time, you can hide these things pretty easily when youre allowed to say "national security" as an excuse to hide details.

I feel like low numbers are hard though as if just a few people died then you expect to see names listed and the relatives would be like. Why isn't my relative listed???
