Unfortunately that’s par for the course for any nation in capitalism. Of course it takes on special meaning given Musk’s involvement with the US administration but every capitalist nation promotes its major businesses abroad one way or another.
If Starlink was being considered as an option for a government project then I would have less of an issue.
Instead, the government is promoting and figuring out how to use Starlink. The sad part is that they are using it instead of a fiber connection.

This was already how all this stuff worked. The US government promotes US companies all the time. Always has.
Search for the "American Chamber of Commerce" in any county. Then look through their social media or board.
The chamber of commerce is not in any way part of the US government, but they take advantage of people who think they are. They are like a union but for rich people and corporations.
Edit: I guess you could argue they are part of the government as any other lobbying group, but that's like saying that tapeworms are just a part of pork. Probably a position the US chamber of commerce would support if they thought about it.

Wherein a company pays to have government staff from the Commerce Department's Foreign Commercial Service, to literally shill for anyone that ponies up the cash, and organize a matchmaking service to promote the company in several small meetings.

A public office should not be promoting a private enterprise. That's not what tax dollars are for. Musk can pay for marketing and advertising like the rest of his competitors do.
Hopefully other nations see this cronyism and tell the US administration to stuff it.
