The headline makes it sound like the "in favour" votes were for death penalty, which is not correct. This was a vote for a moratorium - a temporary suspension - of death penalty.

Yes I checked my own country (Denmark) and that is green, and for Denmark it is decidedly illegal to vote for death penalty.
So the vote was probably about making death penalty illegal.

PS:
AFAIK it would be against the Eu treaty to vote for death penalty for ALL EU countries.

yeah you could delete the labels altogether and I'd still tell you which color is which vote based on who voted.

for future reference, if you see the US voting with the wartorn, economically devastated, despot-ruled or otherwise suffering nations, or if you see the US voting alone or with Israel, then you can bet that they voted for the worst option.

Death Note would have a gash plot if Japan didn't like a bit of punishment that wasn't compatible with life.

Admittedly, I'd be much more likely to write in the Inconvenient Note so arseholes would find themselves wearing wet socks every day; encounter people who never finish their sentences; have to find a towel lying about the house before showering; or have every underfoot surface feel like a box of Lego.

the Japanese state doesn't want to ban the death penalty for the same reason why it celebrates the genocides it committed against its neighbors. it's a very useful tool to keep people passive against its abuses

There are also 25% supporting fashists and nazis in germany, brits that support their empire, russians that also want stalin back, that is different than state supported things like that like in all of china enjoying propaganda against japan, america and south korea from childhood, or in USA where they teach slavery being a good thing and not killing the natives

Note that this vote took place in 2022, i.e. was not recent. For reference: this vote precedes the October 7 attacks (which happened in 2023).

EDIT: the vote also took place two weeks before Netanyahu assumed the office of prime minister again.

This would be easier to follow if it included information on whether each country currently practiced the death penalty. If it’s simply every country voting based on what they already do then it’s not very interesting.
