Laws are written in blood. Though, I'm not too sure this quote is relevant here.
I love laws like this, and this kind of stuff always gives me a neat perspective on the codification of rules for society. Most of the time people are capable of interacting perfectly fine without being told how to. Sure we'll obviously make murder, theft, and rape illegal. But then you get these weird edge cases where someone keeps trying to lure horses away with ice cream cones to the point you finally have to go "well if he's gonna be a weirdo and keep doing it I guess we have to make a law about it."
That's awesome! I also love when petty laws contradict one another.
When I landed a bike courier job in Toronto back in the day, I read up on all the cycling by-laws. I wasn't going to be one of these reckless types who give the profession a bad name!
Then I looked closely. One read: Cyclists must keep both hands on the handle bars at all times. Then just below it: Cyclists must use hand signals when turning. That popped my little bubble of youthful idealism on Day 1…

Kentucky should also be red. The law was to prevent horse theivery. When you hitch a horse to a hitching post the knot is just a reminder to the horse to stay where it is, it won't stop it from walking away. I don't know if it was ever successful, but given that at least two of the commonwealth states had the law, I assume it had some success as a method of stealing horses.

This map is wrong, its illegal to have an icecream cone in your pocket in Kentucky and Alabama as well. Not just Georgia.
