After industrial revolution the state had better use for women as workers, consumers and taxpayers so it was possible to grant them more rights and allow them not to have kids. Unless she demonstrates an absolute need for humanity that we make more kids, there would be no reason to set a protocol to reach that aim.

Also, intoxicating people in order to reduce their freedom and force a given behaviour up to them is quite a thing. It is usually accepted as a justice decision for some dangerous offenders, but the classical moral stand on it is to accept it when there are no better available solution ; as a lesser evil.
