Consider that the federal agencies are now demanding that state agencies provide information on all the people who receive benefits like SNAP, WIC, Housing assistance, HEAP, etc. Families who qualify for SNAP (foodstamps) also qualify for other benefits including higher ed scholarships. The first thing I would do is end world hunger. Then I would work on irrigation and clean water supply and sanitation. After that, would work on agricultural sustainability. Medical tech/supplying all their health clinics with oxygen and medically stabilizing medications including vaccines and establishing research facilities; training for healthcare professionals. Then I would move on to education for the young once their nutrition and health is established. This is not hard. It has been done in thousands of civilizations.
I have no doubt in my mind that the wealthy view the non-wealthy in the same way that an average person would view an ant. My husband works in our local city and sees so many. He admits he has a soft heart and gives them money -- for which his coworkers berate him. If it is, I'd encourage you to read in sections based on arcs and revisit your personal favourite arcs in the anime. The thing with the anime is it's mostly been weekly (limited budget and fluffing) so until the Wano arc (which has happened recently in it's over 20 years syndication), the animation isn't quite consistent.

A large number of our local homeless are drug addicted or mentally ill or both. We have a State Mental Health Hospital here. Many either leave their group homes or lost benefits in order to remain in some of the rehab facilities.
My son interacts with these people every day. No, he is not a therapist... he works at a state hospital and he sees them on the street and just talks to them, even when they make no sense and are probably hallucinating.
He says.. "It is important to acknowledge an individual's humanity no matter what their mental and economic status. Ignoring them, making them feel they are invisible, just contributes to their mental illness and trauma." Even if you have no money to give them, you can acknowledge them and look at them and shake their hand whether they make any sense to you at all. Positive interactions in a community contributes to the collective mental health.

I remember reading about a horrible statistic on the homeless. While many will talk about 17% being vets, or what the new number is. Based on interviews and polling of the homeless, an estimated 35-45% are people that grew out of the foster care/orphan system. Nearly half of the homeless likely never had a place they could call home.
Child “welfare” in the states is legal human trafficking. Basically no qualifications to run a group home. Lots of kids end up in sex work because it’s better than being at a home.

Be real, you just want them to die. To be gone, permanently. Don’t address the reasons people are homeless. Don’t provide actual housing. They’ll be fodder for labour camps soon enough, anyhow.
Nevermind there are currently 28 vacant homes for every one person experiencing homelessness in the U.S., many of which are owned not by individuals but by corporate conglomerates that have no incentive to fill them with people, since they’re a tax write-off.
Fuck everything about this. In modern society, housing should be a human right. There’s already more than enough to go round.
